Brussels, 24th April, 2008 – At an event attended by representatives from the European Commission, funder of the project, Member States and Major European Security actors and companies, STACCATO (STAkeholders platform for supply Chain mapping, market Condition Analysis and Technologies Opportunities) presented the results of the study on how to foster the European Security Market.

STACCATO DATABASE: Self Registration BROKEN LINK

A database is being developed which will be used to map and visualize the capabilities of the European Security supply-chain. Organizations such as industry, academia and SME’s will be able to self-register their capabilities in the database on-line, and will also be able also learn about which capabilities other organizations have, for the mutual benefit of all. In order to take advantage of the STACCATO workshops in June 2007 an early prototype version with limited functionality has been activated in order to start filling the database with content. This version of the database allows companies and other organizations to begin registering themselves. Note that capabilities information extraction will not be possible until a later release. Note also that registration is password protected two-step process, where validation of the first request is manual and may take a few days. Subsidiaries are encouraged to register as well as the “Mother”-organization (e.g. headquarters), in order to increase the granularity of the information, particularly in geographic terms.


What is STACCATO?

STACCATO (STAkeholders platform for supply Chain mapping, market Condition Analysis and Technologies Opportunities) started on 15th January 2007 as a European funded supporting activity under the Preparatory Action for Security Research (PASR) and it will last 16 months. It is a follow up activity of SeNTRE (Security Network for Technological Research in Europe) which was a supporting activity funded under PASR 2004.

STACCATO aims at proposing methods and solutions for the creation of a security market and a structured supply chain in Europe.

In line with ESRAB recommendations, it will go beyond research needs and gap analysis already undertaken through efforts supported by PASR, by identifying implementation measures.  STACCATO will:

  • map existing competencies in the EU-27, highlighting particularly the role of SMEs in order to integrate their innovation potential and examine ways to effectively undertake a coordination of the European Security and Technological Industrial Base (STIB),
  • propose a methodology for a technological watch,
  • analyse the conditions and propose recommendations to develop a common European Security Equipment Market (ESEM), by identifying common needs, taking into account regulatory issues and coordinating with regional, national, international and EU security research programmes.

These activities will be supported by an enlarged multi-sector stakeholder platform composed of SMEs, users, industry, academia and think tanks of the EU-27 based on the SeNTRE and ESRAB experience (the European Security Research Advisory Board was created by the European Commission in April 2005 with a responsibility relating to security research from a broad spectrum of stakeholders groups and it will cease its activities in December 2006).

What are the benefits offered by participating in STACCATO activities?


With the view to map the competences of the supply chain and to establish a multi-sector stakeholder platform, STACCATO is opening up to involve End Users, Government agencies, Think Thanks, Research Institutes, Academia and the wider industrial community, with specific attention to SMEs and competences in the new Member States.

Benefits for participants consist of the possibility

  • to give visibility to their technological and industrial competences in the supply chain,
  • to have a better understanding of common procurement opportunities in the EU,
  • to coordinate actions in view of the 7th Framework Programme calls for proposals.


Furthermore participants will be given the opportunity

  • to contribute to the mapping of the European STIB,
  • to demonstrate their vision for the security market in Europe,
  • to identify opportunities for common market issues, policy, standardisation for procurement and other regulatory aspects.


STACCATO will build on the networking experience and the strategic research work of the SeNTRE project and will liaise with the PASR-2006 project Secure SME to optimise the benefits for all stakeholders.


Where could interest stakeholders contribute?

STACCATO is developing a comprehensive and detailed database to support the competence mapping of the European STIB. The objective of this database is to structure the participating stakeholders according to their scientific, technological, industrial and/or service support competences. The database is accessible online since April 2007 (pre-register through completing the pre-registration form & download the document). Pre-registration form should be sent to ASD to the attention of Ms Lisa Wingate lisa.wingate@asd-europe.org.

Reimbursement for travel and housing expenses will be available, but will be prioritized for speakers and participants representing the end-user community.

  • The focus of the workshops will be on the end-users experience.
  • The end-users experienced needs for capabilities,
  • Experienced technology gaps.
  • Problems across the supply chain
  • Market conditions and the current technical and equipment environment
  • International/European/National initiatives in these areas.
  • Recommendations for the future


STACCATO will organise a Final Forum towards the end of the project in order to announce the preliminary results and to allow all contributors and outsiders to influence the final results / to provide final-round inputs.
