Brussels, 31 May 2022 – On 30 and 31 May, EU Heads of State and Government met in Brussels for a Special meeting of the European Council. Among others, they discussed the analysis of defence investment gaps, as well as the proposals for measures to strengthen the European defence industrial and technological base (EDTIB), both elaborated and published on 18 May by the European Commission and the High Representative of the Union for Foreign Affairs and Security Policy (see ASD statement from 19 May here).
In their conclusions today, the EU leaders reiterated the need for stronger capabilities of the European Union in the field of security and defence and to strengthen its resilience through more and better investments, focusing on identified strategic shortfalls.
Alessandro Profumo, President of the Aerospace and Defence Industries Association of Europe (ASD) and CEO of Leonardo, commented as follows:
“Today’s conclusions of the European Council are important steps into the right direction just as the proposals made by the European Commission and the High Representative. They recognise the strategic importance of the EU’s Defence Technological and Industrial Base and demonstrate the Union’s capacity to respond rapidly to the deteriorating strategic environment.
At the same time, we encourage EU political leaders to step up efforts in the forthcoming months and go further, for example with a possible increase of the European Defence Fund budget. We have outlined in detail our views on what it takes for Europe to be confirmed as a credible security actor and made concrete recommendations on how to strengthen the European defence industrial and technological base.
We are at a historical moment where we – as Europeans – must stand up for our security and our values and principles. We need armed forces that are capable of defending our homes, our territory, and we need an industry that is capable of providing these forces with the equipment they need.
The European Union can contribute with its own policies, instruments and resources, and in offering the framework for its members to cooperate. Together, the Union and its Member States can build a solid foundation for an effective European defence.
