ASD quoted on supporting dual-use innovation and defence scale-ups

ASD advocates for "venture builders" to support defence tech start-ups and dual-use innovation, as featured in Science|Business, aligning with Ursula von der Leyen's vision for European R&D.

In a Science|Business article published on 26 June, journalist Martin Greenacre reports on European Commission President Ursula von der Leyen’s renewed commitment to integrating civilian and military research and development. Speaking at a NATO forum, the President emphasised the need to build more bridges between the two domains and allow dual-use projects access to civilian platforms like the European Innovation Council (EIC) Fund and the Digital Europe Programme.

The article highlights President von der Leyen’s focus on the critical funding gap that pushes European defence tech start-ups to move overseas when scaling up.

ASD was featured in the article, welcoming the President’s focus on scale-up funding. A spokesperson told Science|Business that bridging the gap between large defence companies and start-ups is essential, noting: “While start-ups hold significant potential for technological innovation, particularly given the on-the-ground experience gained in Ukraine, they also require support to meet NATO’s quality and security standards.”

As a concrete solution, ASD suggested the creation of specialised defence “venture builders.” The article explains that these entities would, unlike traditional venture capitalists, help launch new companies from ideation to commercialisation. They would support start-ups with resources, expertise, and infrastructure, assist them in meeting security requirements, and provide a bridge to venture capital and financial institutions.
