What is the RASS scheme? 

The RASS is an Australian Government initiative under the Regional Aviation Access Program (RAAP). It subsidises air transport services to ensure remote communities receive vital supplies and access to opportunities. Covering 269 communities across vast and sparsely populated regions, RASS services locations in Queensland, Northern Territory, South Australia, Western Australia, and Tasmania. 

The vital role of RASS 

For many communities, RASS is a lifeline. These communities include Indigenous populations, small cattle stations, and settlements with as few as six residents. Some of the key benefits provided by the RASS Scheme include: 

  • Essential deliveries: Supplies such as fresh food, medicines, and educational materials
  • Accessibility during extreme weather: In the wet season, road access is often cut off. RASS ensures these areas remain connected. 
  • Passenger transport: RASS helps residents access healthcare and other essential services in regional centres. 

Overcoming distance 

In regions where constructing and maintaining roads is cost-prohibitive, air transport through schemes like RASS bridges the gap. By providing reliable weekly services, RASS ensures that even the most isolated communities stay connected to the wider world. 

These are some examples of the ways in which communities benefit from the RASS Scheme: 

  • Kalumburu Mission (Western Australia): Here regular flights deliver fresh food and medical supplies, particularly during the wet season, significantly improving health outcomes for the community. 
  • Innamincka (South Australia): The scheme provides educational materials and critical medicines. 
  • Ngukurr (Northern Territory): RASS has increased access to healthcare and education, and has transformed opportunities for this Indigenous community. 

Beyond direct support, aviation stimulates economic growth in remote areas. It facilitates tourism, attracts businesses, and enables residents to access training and education through travel. By overcoming geographical barriers, schemes like RASS contribute to stronger, more connected communities.
